2. DEFINITIONS RELATING TO CONSTRUCTION QUALITY ASSURANCE
2.1 Construction Quality Assurance and Construction Quality
Control
This CQA Plan is devoted to Construction Quality Assurance.
In the context of this document, Construction Quality Assurance and Construction
Quality Control are defined (ISO 9000) as follows:
- Construction Quality Assurance (CQA): A planned and systematic
pattern of all means and actions designed to provide adequate confidence
that items or services meet contractual and regulatory requirements
and that the facility will be constructed in compliance with the
project specifications.
- Construction Quality Control (CQC): Those actions which provide
a means to measure and regulate the characteristics of an item or
service to contractual and regulatory requirements.
2.2 Use of the Terms in This Plan
In the context of this document:
- CQA refers to means and actions employed by the CQA Consultant
to assure conformity of the HDPE geomembrane manufacturing, installation,
and testing procedures and results to this CQA Plan, the project
drawings, and the Project Specifications, and to assure at least
a state-of-practice quality of workmanship. CQA is provided by a
party independent from the manufacturer, installer, and owner.
- CQC refers to those actions taken by Manufacturers, Fabricators,
Installers, and Contractors to ensure that the materials provided
to them, the materials they produce, and their own workmanship, meet
the requirements of their own specifications, their quality control
program, the project specifications, and project drawings. In the
case of the HDPE geomembrane, CQC is provided by the Manufacturer
and Installer of the geomembrane.
It is becoming common practice to subdivide overall QA into Manufacturing
(MQA) and Construction (CQA) components.
