Construction Quality Assurance CQA HDPE Geomembrane chapter 1

1. INTRODUCTION

This Plan addresses the Construction Quality Assurance (CQA) monitoring of the installation of high density polyethylene (HDPE) geomembranes. This CQA Plan reflects the requirements (Adjust as necessary) of the Hazardous and Solid Waste Amendments of 1984 to the United States Resource Conservation and Recovery Act (RCRA), and "Regulatory Impact Analysis (RIA) and the August 1991 Addendum for the Final Criteria for Municipal Solid Waste Landfills - (40 CFR Part 258) - Subtitle D of RCRA", August 1991. It also incorporates the recommendations of EPA/600/R-93/182, "Quality Assurance and Quality Control for Waste Containment Facilities", September 1993.
