The D35 (08-02) Committee Ballot is now posted on the ASTM web site. To access the ballot, please go to http://myastm.astm.org and login. This will give you access to your personalized 'My ASTM' page. The minutes, rosters and agendas (where available) are also posted in this area. The meeting schedule is available by selecting the "Meetings & Symposia" link on your personalized 'My ASTM' page approximately two months prior to the next meeting. The ballot will be open and available on the web from APR 25, 2008 - MAY 26, 2008. All voting members are required to return ballots. Your ballot response is important to the committee in obtaining the required 60% return for a valid ballot. The return of ballots is a measure of a member's participation on a committee. ASTM Update: Vibrating Hammer Test Approved

A new standard recently approved by ASTM International Committee D18 on Soil and Rock is the result of requests from the Indiana Department of Transportation and the U.S. Bureau of Reclamation for an effective test method to cover the determination of the maximum dry unit weight and water content range for effective compaction of granular soils. D 7382, Test Methods for Determination of Maximum Dry Unit Weight and Water Content Range for Effective Compaction of Granular Soils Using a Vibrating Hammer, was developed by Subcommittee D18.03 on Texture, Plasticity and Density Characteristics of Soils.

ASTM International Introduces Proficiency Testing for Textiles

The ASTM Proficiency Testing Program has just expanded its existing Textiles Proficiency Testing Program to include a new proficiency testing program on yarns and threads. This new PTP is an industry driven quality assurance program for companies doing yarn and thread component performance evaluations on a routine basis. This PTP will provide participants with a statistical tool that will enable them to compare, improve and maintain a high level of performance in the use of ASTM test methods with other laboratories worldwide. The test parameters in the ASTM yarn and thread PTP include the following ASTM standard tests: · D 1422, Test Method for Twist in Single Spun Yarns by the Untwist-Retwist Method; · D 1423, Test Method for Twist in Yarns by Direct-Counting; · D 1907, Test Method for Linear Density of Yarn (Yarn Number) by the Skein Method; and · D 2256, Test Method for Tensile Properties of Yarns by the Single-Strand Method (straight break strength and loop strength). For each test trial, laboratory participants receive a different spool containing 500 yards of a representative yarn or thread for testing, along with interactive electronic data report forms and test instructions. Using the specified ASTM program tests, participating laboratories conduct the tests of their choice that they routinely run. Upon completion of testing, each lab electronically submits their data to the ASTM PTP Center for use in generating statistical summary reports. Final reports, which are electronically distributed within a month of the data submission deadline, contain: · All test results, coded to maintain PTP customer confidentiality; · Statistical analysis of test data; and · Charts plotting test results versus laboratory code. Test results received through the program will allow laboratories to monitor strengths and weaknesses to maintain accreditation status and compare test results and calculated statistical parameters with labs throughout the world. Test cycles will be held in June and December. Companies must be registered by April 30 to be included in the June test trial. The annual subscription fee for both trials in 2008 is $290 USD. New D18 Subcommittee Meets

ASTM International's Committee D18 on Soil and Rock has formed a new subcommittee (D18.14) for Geotechnics of Sustainable Construction. Its inaugural meeting will be held Monday, January 28 in Tampa, Florida, as part of Committee D18's January meeting. The new committee focuses on standards related to the use of recycled materials in conjunction with or as a replacement for earthen materials. Examples included shredded plastics, tire chips, coal combustion products (e.g., fly ashes, bottom ashes, FGD spray-dryer residuals), shredded shingles, foundry byproducts (e.g., slags, molding sands), crushed concrete, and reclaimed hot-mix asphalt. ASTM - New Standard Development

ASTM International Committee D35 on Geosynthetics invites all interested parties to participate in the development of a proposed new standard, WK15082, Specification for Measuring the Asperity Height of Textured Geomembrane. The proposed standard is being developed by Subcommittee D35.10 on Geomembranes. Although asperity height is specified throughout the geosynthetic industry, a procedure to measure it is not currently covered by an ASTM standard. WK15082 would fill this gap, according to D35.10 member Richard Lacey. “We need everybody to embrace this procedure,” says Lacey, a senior engineer with TRI Environmental. Lacey says that asperity height has broad implications regarding the interface friction potential of geomembranes. On specific projects, friction resistance can be correlated successfully to asperity height measurements, making this test critical where stability is a concern. “The subcommittee would like to see participation from regulators, quality assurance engineers and all others whom have recent experience with asperity height measurement and a product conformance crisis,” says Lacey. ASTM Seeking Labs

From Phillip Godorov, Director, Interlaboratory Study Program: ASTM International and Committee D04 on Road and Paving Materials are currently looking for two laboratories to perform ASTM D545, Standard Test Method for Preformed Expansion Joint Fillers for Concrete Construction. We are in the middle of an Interlaboratory study for which we need two more labs to complete the study as planned, allowing us to calculate reproducibility results. We have just enough material for two more labs to join the study. Interested laboratories will participate in the production of data to be used to develop a Precision Statement for inclusion in the standard. Membership in ASTM International is not a requirement for participation. Involvement in this study will have a direct impact on the Standard, utilized by laboratories worldwide. Participating laboratories will be listed in the resulting ASTM Research Report. Participants will receive a complimentary copy of the finished Research Report, which will include randomly coded data from all reporting labs. Only you will receive your labs id that cannot be identified to specific labs. Participation in this round robin study may be used to satisfy your accreditation requirements. The study will involve testing five materials: Blended Polyolefin Foam; Wood Based Fiberboard; Sponge Rubber; Cork; Recycled PVC. Three replicates of each material will be analyzed as part of the study. All required test materials will be supplied to the participating laboratories free of charge. If you would like to recommend a laboratory, or if you would like to volunteer your laboratory for inclusion in this study, please contact ASTM Internationals ILS Manager. I apologize to those members on the committee for which this e-mail does not apply, but unfortunately, ASTM does not have an easy way to separate those members that have or use laboratories. ASTM International Geosynthetics Committee Developing Prefabricated Vertical Drain Test

ASTM International Committee D35 on Geosynthetics is currently developing a proposed new standard that covers the test procedure for evaluating the effectiveness of prefabricated vertical drains to enhance the consolidation of soils under specified conditions. The proposed standard, WK13402, Test Method for Large Scale Consolidation Test for Prefabricated Vertical Drains, is under the jurisdiction of Subcommittee D35.03 on Permeability and Filtration. “For geotechnical engineers that are very familiar with sand drains as a means of accelerating consolidation of soft foundation soils, WK13402 will provide a means of evaluating how prefabricated vertical drains perform in relation to a sand drain,” says L. David Suits, a member of the task group developing the standard and executive director, North American Geosynthetics Society. Suits notes that the proposed standard will be most useful to engineers who are designing structures or embankments over soft foundation walls. For further technical information, contact L. New ASTM Standard

The increased use of geomembranes as barrier materials to restrict liquid migration from one location to another created a need for a test method to evaluate the quality of geomembrane seams produced by tape methods. ASTM International Committee D35 on Geosynthetics has met this need with the approval of the new standard D 7272, Test Method for Determining the Integrity of Seams Used in Joining Geomembranes by Pre- manufactured Taped Methods. The standard is under the jurisdiction of Subcommittee D35.10 on Geomembranes. “As the magnitude and visibility of the projects that incorporate geomembranes with taped seams increased, it became apparent that engineers wanted an internationally recognized standard to determine the quality of the seams being made in the field,” says Jeff PanKonie, senior sales engineer, Firestone Specialty Products. While taped seams had been tested according to D 4437, Practice for Determining the Integrity of Field Steams Used in Joining Flexible Polymeric Sheet Geomembranes, PanKonie notes that the new Test Method D 7272 more accurately addresses the unique characteristics of taped seams. Test Method D 7272 was developed to be used with most taped seams, whether the membrane is reinforced or non-reinforced. The standard also has allowances for seam width, since seams can vary greatly with taped products dependent on the manufacturer and the types of membrane and taped seam. PanKonie says that D 7272 will become a reference for engineers designing projects with taped seams, as well as for contractors who can use the standard for field testing. In addition, laboratories will be able to use the new test method to determine if field seams using taped products meet minimum requirements established by design engineers. Using the standard to record and report data such as separation that occurs during the peel test and elongation during the shear tests will allow quality assurance engineers to repair inferior seams during construction, thus minimizing the potential for seam separation while in service. ASTM Committee Week Relocation

The ASTM Committee Week scheduled February 5-10, 2006 has been relocated from New Orleans to Phoenix over the same dates. This meeting will be held at the Hyatt Regency Phoenix (downtown) and the ASTM group rate will be $129 single or double. The complete meeting notice will be available approximately 12 weeks prior to the meeting dates. We are deeply saddened over the loss of life and the great city of New Orleans due to hurricane Katrina. The Hyatt Regency New Orleans will not be able to accept groups at the very least through March 31, 2006 and quite possibly until 2007. Thank you for understanding the necessity of moving this meeting.

Nanotechnology Standards Development Subject of Upcoming ASTM International Meeting

On Jan. 18, 2005, ASTM International will hold an organizational meeting to discuss the development of consensus standards for Nanotechnology. The meeting will take place at ASTM International Headquarters in West Conshohocken, Pa. At a planning meeting held on Oct. 1, 2004, at NIST Headquarters, key representatives from the many stakeholders affected by the nanotech space, including the government (NIST, U.S. FDA), academic (CBEN/Rice University), legal, and industrial sectors unanimously agreed to hold an organizational meeting for the development of this new activity within ASTM International. Various disciplines, including consumers, manufacturers, suppliers, trade and professional societies, and federal agencies are being invited to participate. The attendees at the planning meeting recognized that while research into properties, synthesis, and applications of nanostructures is growing at an exponential rate, there does not exist (at present) a common language to describe the chemical compositions and physical forms of these new materials. This absence hampers technical communication within the myriad fields involved in this space, and prevents outreach to the public at large as products containing nanomaterials enter the marketplace. ASTM International stands ready to accommodate this new standardization initiative. Stakeholder involvement at this meeting is critical to guide the direction for this new activity. The time is now for participation in a neutral forum whereby the private and public sectors can work together to develop a consensus standards program. ASTM International provides a management system for the development of standards and related information for materials, products, systems, and services used globally. All segments of an industry (producers, users, consumers, government, and academia) participate in the development of this information to ensure that all technical points of view are represented - it is extremely important that all parties are confident they will have fair and equal representation in the development of the final consensus standards. U.S.-Based Standards Organizations to use $399,500 Commerce Department Award to Establish Presence in China. Consortium Aims to Identify and Remove Non-Tariff Barriers to Trade. On October 13, 2004,, the U.S. Commerce Department announced that it would make $399,500 available for the establishment of an office in Beijing for China Standards and Conformity Assessment. The CSCA office is an initiative by a four-member consortium: The American Society of Mechanical Engineers (ASME), The American Petroleum Institute (API), ASTM International, and CSA America. Consortium members have a significant knowledge base and resources for standards and conformity assessment in a broad array of industry sectors including: consumer products, medical devices, manufacturing components, tools, petroleum & gas extraction/processing/distribution, power generation, building materials, boilers, and compressed gas. Through its CSCA office in Beijing, the consortium will form relationships with peer agencies in China, monitor standards development, and promote acceptance of members' standards and conformity assessment systems. Once established and staffed, the CSCA Beijing office will prepare Chinese marketing materials and a website, obtain market and standards information of strategic importance, network with government agencies and standards officials, and conduct training. “The Commerce Department is pleased to partner with ASME, API, ASTM International, and CSA America on this project,” said Ben Wu, nominee for Assistant Secretary of Commerce for Technology Policy nominee. “This partnership reflects the Bush Administration’s commitment to opening new markets, growing better American jobs and creating an environment for businesses to innovate, compete and prosper.” The funds awarded to the consortium are made available through the Commerce Department’s Market Development Cooperator Program (MDCP), a public-private partnership developed to help small and medium-sized U.S. Firms expand exports that support jobs. The MDCP is a competitive program of the Commerce Department’s International Trade Administration. The program builds partnerships by providing financial and technical assistance to non-profit organizations involved in improving competitiveness and developing foreign markets. The consortium will match every federal dollar with two dollars of its own. Ben Wu, President Bush’s nominee for Assistant Secretary of Commerce for Technology Policy, made the announcement this evening at the U.S. Celebration of World Standards Day 2004. The event, which culminated with a dinner at the U.S. Chamber of Commerce in Washington, D.C., was attended by representatives of about 50 trade associations, professional societies, standards development organizations, corporations, and government agencies. World Standards Day recognizes the important role standards play in meeting the technical needs of business, government, and consumers. The U.S. event was organized by the Commerce Department’s National Institute of Standards and Technology and the American National Standards Institute, in cooperation with the Aerospace Industries Association.
