Fly Ash Debate
In Vernon County, Wisconsin, the Dairyland Power Cooperative is fighting with communities to get a required fly ash landfill constructed so that the coal-based plant can continue to operate within federal air quality standards. Representatives of Dairyland met with residents to explain the lining and drainage system to be used.

Alaska's Great Challenge
Erosion has been severe in Alaska, at times forcing the move of entire communities. The state is now working with the US Army Corps of Engineers to provide new seawalls, such as the $3.3 million riprap wall project in Kivalina. It is hoped that this extensive seawall construction program is just the first of many coastal erosion control operations throughout the state. More federal funds are needed, though.

Largest. Fine. Ever.
New York State has raised its bar for fines, slapping the developer of a $70 million project with a $100,000 fine for stormwater violations. It's the largest single fine issued by the state, and once again underscores how no matter how wide the net of stormwater education is cast, there will still be developers who do not establish enough oversight.

Beach Plan Scuppered
The Sconset Beach Preservation Fund in Nantucket, Massachusetts has scuppered a $23 million notice of intent to conduct beach renourishment operations. The plan would involve dredging and redepositing the dredged sand on eroding coastline. Officials are now awaiting new proposals to improve shoreline retention.

IFU on the CWA
Chris Petersen, president of the Iowa Farmers Union (IFU), testified before a Congressional committee last month regarding the Clean Water Act. IFU's position is that concentrated animal feeding operations (CAFOs) should not only have to post bonds to cover any future cleanup costs and have a manure storage closure plan. CAFOs have come under increased scrutiny in the absence of manure controls and the long-term cleanup costs associated with them.

Residents Want Liner
In Millsboro, Delaware, a proposed carbon-injection system for the generating units at a power plant is being greeted with concern from area residents. The carbon injection should remove mercury for air emissions: a good thing; but the mercury then must be mixed with fly ash: the concern. Residents would be more comfortable, they say, if the on-site landfill had a liner or cover.

Landfill Reclamation, Clovis Style
The landfill in Cloivs, California is going through a reclamation process. Only, unlike other celebrated remediation projects, this one is not looking to transform the site into a new use. Rather, they are reclaiming waste stored for a long time in unlined cells and moving to lined cells. The process is allowing them to extend the facilities life while simultaneously mitigating long-term environmental risk.

$1.3 Million Fine for Carlsbad
A Carlsbad, New Mexico landfill has received a $1.3 million fine from the New Mexico Environment Department for accepting improper waste. The facility, which attempted to ban NMED staff from inspection, has accepted (and failed to properly cover) asbestos and hazardous waste, in violation of its permit.

Victorian Aquaculture Goals
The state of Victoria, Australia had its aquaculture industry gutted in 2004 when fee increases on operations caused a number of businesses to close or move to other states with stronger aquaculture councils. Now, Australia's government is trying to bring business back and triple the size of Victoria's industry to $60 million. It's currently the country's smallest at only 3% of national production.

Mining Cleanup Tax
In Florida, a higher tax will be placed on phosphate companies to encourage quicker closure of former gypsum operations. Florida has a long successful gypsum mining industry, but its environmental legacy is not nearly as admirable. Significant cleanup and capping are required for operations dating back decades. PCB Waste Seeks Home
The Fox River cleanup in Wisconsin, which has been profiled in engineering publications such as Geosynthetics, now needs to find a final destination for its PCB-contaminated material. Waste Management has applied for an application to dispose the material at its Ridgeview Landfill, but opposition is greeting this decision. NC Beaches Are Eroding
North Carolina has been one of the most active erosion and sediment control enforcement states. However, beach erosion remains a murky area for regulation, oversight and acceptable solutions. Sandbags are permitted. That's it. Harder structures are being lobbied for. McMillen Opens
McMillen Field in Antioch, Illinois is a 12-acre site of athletic fields built atop a former landfill. A high school is sited nearby and uses electricity generated by the methane harvesting system beneath the site's cap. The school district estimates it saves $100,000 per year on the power and the electricity it sells back into the grid. All the fields are now opening. It's another example of beneficial end use redevelopement done right.

UK Farm Issues
So often the news on rainfall runoff is centered on urban areas; and so often the news regarding herd sizes and managing manure focuses on the United States. But the United Kingdom is dealing with these issues too. Writer Olivia Cooper points out that runoff from hard surfaces on farms can amount to 865 litres per year. And new regulations on slurry storage are prompting serious upgrades to facilities, from drainage to containment to power generation.

Expansion: Denied
The Lemons Landfill in Dexter, Missouri has been denied in its initial expansion permit. Operators estimate that the current site has up to eight years of space left, aided in part by recycling endeavors and waste restrictions. Lemons actually accepted less in 2007 than in 2006. Officials denied the permit due to concerns over the liner-quality soil. Lemons will next attempt to prove that the geosynthetic liner and the clay liner will be sufficient to meet permitting standards.

The "P" Word Is Dead
Perhaps the hottest topic in California legislation this year has been the proposed peripheral canal. Even the word "peripheral" became a term one might object to. The ambitious, $4 billion bonding bill that would have run a canal around the Sacramento-San Joaquin Delta and delivered water to Southern California has been shelved. More reports are still expected; but for now the water conveyance scheme is dead.

The Minnesota Twins are constructing a new riverfront stadium in Minneapolis, but to do so they must remove a considerable amount of contaminated soil. Waste Management Inc. has acquired the proper permits for removing and landfilling the material. UAE Project
Some of the world's most impressive construction is occurring in the Middle East. In the United Arab Emirates (UAE), the Tourism Development and Investment Company (TDIC) is progressing on an extensive project to create tourism and high-end residential islands. The $3 billion project will conclude in 2020. Until then, pieces of it will be phased in. Trump has said he will invest roughly $35 million of his own money and is raising money from other sources. An expected $350 million in the course-and-condo site is needed before it opens. GeoTigers Defeat GeoDragons
The Geo-Institute of ASCE held its student GeoCompetition at the March 2008 GeoCongress in New Orleans. Eleven teams competed with design papers and MSE-style installations in plywood boxes. The city of Charleston, West Virginia allocated on Monday $612,000 for stabilizing a key stretch of road and riverbank in danger of collapsing. The money matches a $1 million federal grant from the US Army Corps of Engineers. New geotextile and riprap will be placed. Ag Buildings
Iowa State University is studying the use of hoop buildings for cattle production. Hoop buildings, which often use fabric roofs, have been used in many hog operations, but they've been slow to be adapted for cattle and dairies. ISU is studying the effects on production for raising cattle in hoop building environments. So far, the results have been very positive. This includes the use of geotextile separation fabrics with limestone screenings on top.

Indian Market to Boom
The BRIC countries--Brazil, Russia, India, and China--occupy much of the global financial discussion regarding growth for infrastructure and manufacturing expansion, and with good reason. Large populations and accessible, affordable labor await. But a report from Ficci in India suggest that the Indian textiles market, including geotextile use and manufacture, could quadruple by 2020 to $37 billion. This will require significant changes, however.

Maxey Flats
From 1963 - 1977, Maxey Flats in Kentucky accepted nuclear waste for disposal. Since 1977, the site has been an on-going cleanup and monitoring site. A geomembrane cap was installed to prevent further incursion of water after 900,000 gallons of leachate was extracted, and a final cap is planned. Today, the site is considered much safer and is welcoming visitors to observe and learn about the environmental controls.

Recycling Material

Geofoam Settlement
Minnesota's bridges have been a cause for concern, from the collapse of the 35W bridge in Minneapolis to a series of closings for structural concerns, computer glitches and other reasons. Now, a bridge in Bloomington is closed for repairs following settlement on geofoam. Inappropriate fill has been found to be the cause.
